[Remote] Government Property and Procurement Manager/Deputy Program Manager

TechTrans International, Inc. is seeking a Government Property and Procurement Manager/Deputy Program Manager to support government contract execution and program operations. The role oversees property management, procurement compliance, international logistics, stakeholder coordination, and government reporting while supporting diplomatic engagements and contract deliverables.


Responsibilities

  • Coordinate official visits and engagements involving senior government officials, foreign dignitaries, ambassadors, consular representatives, and executive leadership
  • Develop and manage detailed itineraries for international delegations, ensuring adherence to established diplomatic and governmental protocol standards
  • Draft and manage formal correspondence, invitations, briefing materials, speeches, and communications for executive leadership and distinguished guests
  • Plan and execute high-profile conferences, diplomatic events, official ceremonies, and international meetings involving diverse stakeholders
  • Serve as primary liaison among government agencies, international partners, academic institutions, and private-sector organizations
  • Coordinate complex travel, security, transportation, accommodations, and logistical arrangements for official visitors and delegations
  • Advise leadership on matters of protocol, cultural etiquette, and diplomatic engagement
  • Build and maintain relationships with domestic and international partners to support organizational and strategic objectives
  • Support day-to-day execution of the contract, including scheduling, reporting, and coordination with the Program Manager and government customer
  • Oversee procurement and property personnel, create and update standard operating procedures, and monitor performance
  • Coordinate with subcontractors and teaming partners on contract deliverables
  • Support vendor and subcontractor performance monitoring and coordination to ensure timely delivery of contract requirements
  • Oversee property management operations and transfer of property documentation within the online workflow management system (OWMS)
  • Support Accountable Property System of Record (APSR) integration and reconciliation, including CoreIMS and DPAS data
  • Support inventory reconciliation, discrepancy resolution, and accountable property disposition processes
  • Manage procurement actions in compliance with the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
  • Coordinate international logistics activities, including cross-border movement of materiel and applicable export compliance requirements
  • Prepare Program Management Review (PMR) briefs, including data validation, metrics reporting, and accomplishment narratives
  • Prepare and submit deliverables according to Contract Data Requirements List (CDRL)

Skills

  • U.S. Citizenship
  • Active DoD Secret clearance (ability to obtain Top Secret)
  • Bachelor's degree in Logistics, Supply Chain Management, Business Administration, or related field (equivalent experience considered in lieu of degree)
  • Minimum 7 years of experience in government contract management, program support, or logistics operations
  • Working knowledge of FAR/DFARS procurement rules
  • Experience with property or asset accountability systems (e.g., DPAS or a comparable APSR)
  • Experience applying government property management requirements (e.g., DFARS 252.245-7003 / FAR 52.245-1)
  • Demonstrated international logistics experience
  • Background in, or direct exposure to, WMD or Counter-WMD mission work (military, government, or contractor setting)
  • Strong written and verbal communication skills, including experience preparing briefs for government stakeholders
  • Ability to manage multiple compliance-driven workstreams simultaneously across property, procurement, and reporting
  • Comfort working across government and subcontractor stakeholders on deliverable coordination
  • Working knowledge of logistics or property automation platforms
  • Self-motivated with strong attention to detail and accountability in compliance-driven environments
  • Prior military service in logistics, CBRN, EOD, or a related WMD-adjacent specialty
  • Familiarity with OWMS systems that direct logistics/property management functions
  • PMP certification or equivalent program management credential or experience
