Veterinary Surgeon – Regulatory & Quality (UAE Operations)

Naqua Ltd is one of the fastest‑growing antiparasitic pharmaceutical manufacturers in the UK, supplying high‑performance ivermectin, eprinomectin and fipronil‑based veterinary medicines across the UK and expanding into Europe this year.We are now launching our UAE and wider GCC operations — and we are building from Dubai.
This role is based at Naqua UAE, The Control Tower, Motor City, Dubai, and reports directly to the Global CEO.
This is a unique opportunity for a UAE‑licensed Veterinary Surgeon who wants to move beyond clinical practice and step into a regulated veterinary pharmaceutical industry role. Full training and support will be provided by Naqua’s UK pharmaceutical and regulatory teams.
Required Government Licence Status (Mandatory)
To legally undertake regulatory submissions, dossier filing, and the release of imported veterinary medicines in the UAE, the candidate must hold one of the following:
✔ MOCCAE Veterinary Licence (Ministry of Climate Change & Environment)
This is the primary licence required for:
- Submitting veterinary product dossiers
- Acting as the company’s Responsible Person (RP) for veterinary medicines
- Releasing imported veterinary pharmaceuticals
- Liaising with MOCCAE, Customs, and UAE regulatory bodies
(MOCCAE licence will still be required for RP designation.)
Candidates without a UAE veterinary licence or eligibility cannot legally perform this role. Do not apply.
Key Responsibilities
- Manage and maintain the company’s Quality Management System (QMS) in the UAE.
- Act as the company’s Responsible Person (RP) for imported veterinary medicines under MOCCAE regulations.
- Prepare, submit, and maintain veterinary product dossiers and regulatory documentation.
- Coordinate licence applications, product registrations, and regulatory submissions with MOCCAE and other UAE authorities.
- Support the release and clearance of Naqua’s UK‑manufactured antiparasitic veterinary medicines into the UAE market.
- Ensure compliance with UAE regulations for storage, distribution, traceability, and product handling of veterinary pharmaceuticals.
- Work directly with the Global CEO on operational setup, regulatory milestones, and GCC market launch activities.
- UAE‑licensed Veterinary Surgeon (MOCCAE licence preferred; DOH/DHA licence acceptable if convertible).
- Bachelor’s degree in Veterinary Medicine (BVSc/DVM or equivalent).
- Strong organisational and documentation skills.
- Ability to follow structured procedures and quality standards.
- Good communication skills and professional discipline.
- Willingness to learn UAE regulatory processes — full training provided.
- Must be based in Dubai or willing to relocate.
- Fluent in English.
