VP, International Software Delivery

Job Description:

  • Own the Automated Enforcement and Tolls and Violations portfolios cradle to grave across the international business
  • Take full accountability for each portfolio's technology, delivery, support, and profit and loss
  • Ensure each portfolio has an appointed technical and commercial leader; evaluate and develop those leaders directly
  • Own coordination between APAC and European operations where regional work overlaps
  • Own the international support organization and ensure global support coverage
  • Design and run an operating cadence covering meeting timing, decision rights, and asynchronous communication
  • Establish follow-the-sun handoffs for support, incident response, and delivery work
  • Maintain an in-person presence strategy across APAC and Europe
  • Ensure local leaders understand their markets' regulatory environment, customer expectations, and competitive landscape
  • Enable distinct go-to-market and service models suited to local markets
  • Maintain regulatory and compliance awareness across APAC, Europe, and the UK
  • Partner with software delivery and enterprise architecture leaders to ensure high-performance, high-availability systems and consistent technology standards
  • Partner with Innovation and Emerging Technology and Software Delivery leadership to extend domestic capabilities internationally
  • Report portfolio health, P&L performance, and regional risk to the SVP, Software Engineering and executive stakeholders

Requirements:

  • 12+ years in technology or product leadership roles
  • At least 5 years owning an international or multi-region business with direct profit and loss accountability
  • Bachelor's degree in Business, Computer Science, Engineering, or equivalent experience is required
  • MBA or equivalent is a plus
  • Demonstrated success leading teams and businesses across multiple regions and time zones
  • Direct experience owning a business unit or portfolio's profit and loss, including pricing, cost management, and investment trade-off decisions
  • Working knowledge of government procurement, data privacy, and automated enforcement or tolling regulation across APAC, European, and UK markets
  • Experience in automated enforcement, tolling, violations processing, or other government-facing, transaction-heavy technology businesses is strongly preferred
  • Track record of identifying, developing, and holding accountable strong local leaders
  • Willingness and ability to travel regularly and extensively across APAC and Europe
  • Hands-on software development background and fluency in modern architecture patterns
  • Ability to lead across regions and time zones with little or no overlapping working hours
  • Comfort operating across different business cultures and regulatory environments
  • Comfort owning a full portfolio lifecycle from technology strategy through production support
